Forget AfPak. It’s more about AfKash, Afghanistan and Kashmir. That is the key if President Obama wants to turn Afghanistan into a victory. Pakistan cannot press a button to stop the Pashtun tribes of Afghanistan from resisting America-Karzai-warlords who sidelined them and kept them out of power in Kabul. The anti-India actions in Kashmir are also not a Pakistani creation. They will continue, fester and invite reaction from Kashmiris and Pakistanis on Pakistani soil unless resolved. Desperate US policymakers shouldn’t listen to smugly Indians who claim they know the region better than anyone else and have come up with this bogus anti-Pashtun policy in Afghanistan. They misled the Soviets in the 1970s and now they are misleading the Americans.

ISLAMABAD, Pakistan—Three things have never happened before. Afghanistan has conceded over the weekend that anti-Pakistan terrorists and separatists have safe havens on its soil. India accepted last week it was feeding terror in Balochistan. And CIA drones have begun targeting the area of Baitullah Mehsud. The new CIA move is a result of Pakistani officials accusing some lobbies in Washington of protecting Mehsud for the past four years.

What we are seeing now is not everyone coming clean. What we are seeing is the result of nearly one year of quiet pressure from Pakistan on its allies in Washington. It started in a secret meeting in Rawalpindi in July 2008 where Adm. Mike Mullen and CIA number two Stephen Kappes where told that some CIA activities inside Pakistan contradicted stated US government policy.  There is credible information that the Pakistani military handled this matter with the Americans through military channels after reluctance shown by President Zardari in confronting Washington, Kabul and New Delhi.  In this sense, Prime Minister Gilani’s bold talk with his Indian counterpart on Balochistan last week was a break from his party line.

The strength of Pakistan’s position can be gauged from the fact that not a single Indian official chose to contradict US top diplomat William Burns’ call to India to reduce the activities of its consulates in Afghanistan. Mr. Burns reportedly shared some evidence Pakistan provided confirming that the Indian ‘consulates’ were little more than intelligence outposts for exporting terror to Pakistan’s tribal belt. The credit for these new developments also goes to the new policy rethink within the Obama administration which apparently is questioning the entrenched lobbies in Washington responsible for some of the failed US military and intelligence adventures in the region.

This is the time for Pakistan to keep the pressure on one more activity that CIA appears to be pursuing.

Over the weekend, Iran’s state-run media has shown a televised confession by the brother of Abdulmalik Rigi, the leader of the Jundullah group that claims to be based in Pakistan. Islamabad helped Iran arrest the brother.  

“Abdulmalek and his group,” says the brother, “had a purpose to sow discord among Shia and Sunni on the orders received from the US.”  Abdulmalek “had held several confidential meetings with CIA agents in Karachi and Islamabad,” according to Iran’s PRESSTV.

During one of the meetings, two female US agents had offered “weapons, safe bases in Afghanistan and professional trainers” and had attempted to recruit volunteers.

This should help us understand who has turned the Afghan soil into a base for exporting terror to neighboring countries, including China’s Xinjiang. The other thing this shows is that foreign governments or at least their spy agencies have created Pakistan-specific terror groups over the past five years as leverage against the perceived Pakistani support for Afghan Taliban.  In other words, the fake Pakistani Taliban and the various terror groups in Balochistan were a payback for us for our alleged support for Afghan Taliban.

Pakistan needs to come clean on this for good.  Pakistan cannot press a button to stop the Pashtun tribes of Afghanistan from resisting America-Karzai-warlords who sidelined them and kept them out of power in Kabul. Some Afghan officials have been telling their Pakistani counterparts off the record for some time now that this anti-Pashtun policy has heavy input from New Delhi. Since these are desperate times, American policymakers are prone to listen to smugly Indians boast about how well they know the region and can provide good policy ideas. The undeclared anti-Pashtun policy that the Indians and the Northern Alliance warlords sold to Bush and Cheney is the reason Afghanistan is a mess. This issue has to be resolved inside Afghanistan. Islamabad needs to make public protestations on this because this failed anti-Pashtun policy is hurting Pakistan and we cannot be party to it. If Afghanistan is stabilized first, ending any al-Qaeda safe havens inside Pakistan’s tribal belt will become easier.

Ending the anti-Pashtun policy through tangible actions will help isolate al-Qaeda. The tangible signs of aborting anti-Pashtunism can include recognizing that Hekmetyar, Haqqani, the Afghan Taliban and other resistance groups fighting the occupation are legitimate Afghan actors. They should be recognized and invited to join the government in Kabul. Mr. Karzai and his warlord allies will resist this and will have to be prevented from putting a spanner in the works.

US needs to rethink its support to Kabul’s warlords and failed individuals who have failed the American project in Afghanistan. Instead of trying to eliminate legitimate Afghan parties like the Taliban and Hekmetyar, it is better to bring them aboard.  The other is Kashmir.

It is better for the United States and India to resolve Afghanistan and Kashmir than to create proxies against Pakistan.

    Emperor Babur would have been routed by the Rana of Rajasthan, had he not purchased the loyalties of his dewan. The main army was in the dewan\’s discretion and they cornered the brave Rana. Anyway Emperor Babur was a wine drinker ( and gave it up just for Delhi\’s sake for a short while ) and he had to return from where he had come. His son made no impact anyway and his grandson anyway renounced Islam. The greatest of Mughal emperors, Akbar had his own brand of religion – Din-I-Ilahi, which worshipped the sun instead of the moon. Here\’s the interesting thing: One or two news outlets [TV, online] reported the matter on the same day Mr. Burns raised it with senior Indian officials. And then suddently the next day there was a blackout. It was stunning to see that not a single major Indian news organization covered this aspect of Mr. Burns visit, which exposed how Indian government and its intelligence agencies were recruiting, training and arming terrorists in Afghanistan and using them primarily to kill Pakistanis inside Pakistan. Mr. Burns of course was simply conveying Obama admin\’s displeasure at discovering India\’s dirty role in Afghanistan and in destabilizing Pakistan. The Americans had no choice after Pakistan game them damning evidence of India\’s links to sponsoring terror. It\’s sad how your \’free\’ media is controlled by your government over issues such as Kashmir and Indian terrorist activities. It is my pleasure to provide your some more info on what your government is hiding from you. This I will do shortly.

    I received a few emails from casual Indian emailers disputing that India has indirectly admitted stoking terror inside Pakistan in the joint statement issued by the prime ministers of the two countries in Egypt last week. My answer to them is very simple: 1. Forget the joint statement. William Burns landed in Delhi and clearly told senior Indian officials to scale down or close some of their consulates in Afghanistan. He showed them some evidence of the activities of those \’consulates\’. Care to explain why the Indian government remained quiet on this if it\’s really not supporting terrorism? The joint statement in Egypt was a byproduct of Mr. Burns\’ visit to Delhi. 2. Even Americans can see that despite Pakistan ceasing all support to Kashmiri freedom campaigners after January 2004, the anti-Indian movement in Kashmir never stopped but exhibited every sign there is of being indigenous. This has opened the eyes of many people around the world. Your denial means nothing. The Pakistani reversal in supporting the Kashmiris was verified on the ground not just by your own government and military but in fact American and Israeli security experts were invited to verify and they confirmed this to your government and military in addition to confirming this to the US government. 3. Terrorism in Balochistan is 100% an Indian enterprise. I won\’t go into details because the matter has already been decided at the level of governments after Pakistan produced the evidence, which is far more strong than anything India came up with after the Mumbai attacks. But just for the sake of argument, your own comment best answers the question whether India is supporting terror inside Pakistan.     About your last line, let me just say this. A Kashmiri who wants to fight India will fight India whether he or she is inside India or inside Pakistan. You can\’t occupy Kashmir, kill their men, rape their women and expect this to be a battle strictly between Pakistani and Indian governments and spy agencies. You are the occupiers, not Pakistan. So face the consequences of that. And don\’t blame Pakistanis. There are Pakistanis who are of Kashmiri descent. How do you think they feel when they see what\’s happening to Kashmiri men and women? There are Kashmiri refugees in Pakistan whose cousins or relatives have been battered, harassed, molested, etc., by Indian soldiers. When that happens, how do you think they feel? Do you think they will sit quiet, regardless of what policy Pakistan is pursuing? I am a Pakistani citizen whose paternal grandmother and her family were natives of Kabul. I feel for the Afghans but I also have friends who are Kashmiris. How do you think I feel when I hear what happened to my friend\’s relatives in Srinagar? Neither you nor any government or agency in Pakistan can push a button and end all this. Unless India moves to end its reign of terror in Kashmir and honor the commitments made by Jawaharlal Nehru, India will continue to suffer, we will continue to suffer and so will the world. And this world knows what\’s happening. Just because it doesn\’t make it to CNN and BBC doesn\’t mean it isn\’t happening. At some point, this world will step forward to knock some sense into India. What happened in Egypt is just one sign of that.

But India has always been training, arming and financing terrorism inside Pakistan. Sarabjeet Singh, an Indian terrorists sent by RAW who successfully planted bombs in several Pakistani cities in early 1990s but ws arrested later is one evidence. A second evidence is another Indian terrorist who pleaded innocence in Pakistani jails. But as soon as he landed back in Indian after exploiting Pakistani magnanimity on humanitarian grounds a couple of years ago, he told the Indian media he was trained by Indian intelligence and sent to plant terror in Pakistan and that he\’s been abandoned now by those who sent him. Before he could do more damage, his recruiters in the Indian intelligence sealed his mouth with money and other benefits. In 1971 there was no Kashmiri freedom struggle as it is today. There was no Lashkar Taiba or Mujahedeen Badr or other Kashmiri freedom fighters. Yet India, in a naked and blatant act of aggression and deceit, took advantage of a domestic Pakistani political crisis and invaded East Pakistan without any provocation from the Pakistani side. The objective of the invasion was to join terrorists it has been training, arming and financing for several months in their quest to physically help in the dismemberment of Pakistan. If this is not proof enough — in addition to the foolproof evidence now in American hands — then I will believe the million-dollar Incredible India ads on CNN and BBC. I hope you understand that you can fool the rest of the world but you can\’t fool us. We know you. The only thing that has been helping you so far is that we\’ve had nincompoops for leaders in Pakistan most of the time. This is changing now. So get used to it. There\’s more coming.

    1. Forget the joint statement. William Burns landed in Delhi and clearly told senior Indian officials to scale down or close some of their consulates in Afghanistan. He showed them some evidence of the activities of those \’consulates\’. Care to explain why the Indian government remained quiet on this if it\’s really not supporting terrorism? The joint statement in Egypt was a byproduct of Mr. Burns\’ visit to Delhi.

    2. Even Americans can see that despite Pakistan ceasing all support to Kashmiri freedom campaigners after January 2004, the anti-Indian movement in Kashmir never stopped but exhibited every sign there is of being indigenous. This has opened the eyes of many people around the world. Your denial means nothing. The Pakistani reversal in supporting the Kashmiris was verified on the ground not just by your own government and military but in fact American and Israeli security experts were invited to verify and they confirmed this to your government and military in addition to confirming this to the US government.

    3. Terrorism in Balochistan is 100% an Indian enterprise. I won\’t go into details because the matter has already been decided at the level of governments after Pakistan produced the evidence, which is far more strong than anything India came up with after the Mumbai attacks. But just for the sake of argument, your own comment best answers the question whether India is supporting terror inside Pakistan. You said, \”If pakistan tolerates such elements, and keeps threatening India with Nuclear Weapons when faced with a war and hopes to continue to infliect a covert war of \’thousand cuts\’ – it can\’t expect Indian defence agencies to sit silently twiddling its thumb, without doing anything.\”
